ICE Agent Accused of Deliberately Running Over Migrant With SUV Faces Criminal Charges After Chilling Bodycam Footage Emerges

An Immigration and Customs Enforcement (ICE) agent in Texas has been indicted after allegedly driving his SUV into a man who was running away during an immigration enforcement operation, leaving the victim with devastating leg injuries.

The incident happened on October 10, 2026, in northwest Houston. The victim, 48-year-old Miguel Parra Hernández, was reportedly on his way to work when he noticed an unmarked vehicle following him.

The agent was identified as Mario Alberto Morales, 33, who was working for ICE’s Enforcement and Removal Operations division.

According to investigators, Morales had been pursuing a white pickup truck carrying two men. When the vehicle stopped, both occupants reportedly fled on foot. Parra Hernández was running through a nearby shopping center parking lot when Morales allegedly turned his Jeep Grand Cherokee toward him.

Surveillance footage appears to show the SUV accelerating toward the fleeing man before striking him and driving over his legs.

Newly released body-camera footage captured the moments immediately after the collision. Parra Hernández can be heard crying out in pain and telling the agent, “You ran over me!”

Morales reportedly responded, “Yeah, you got hit with a car, bro.”

Medical records indicate that Parra Hernández suffered severe injuries, including fractures to his right leg in three places. He required surgery and remained in a rehabilitation facility as his recovery continued.

The case took a significant turn on October 30, when a Harris County grand jury indicted Morales on a charge of aggravated assault with a diᩚadℓy w𝔢𝔞𝔭𝔬η. Prosecutors allege that the agent intentionally struck the man with his vehicle.

Harris County District Attorney Sean Teare said the video evidence raised serious questions about the agent’s actions. Investigators also questioned why Morales allegedly continued toward Parra Hernández without braking or activating emergency lights and sirens.

Morales turned himself in on November 2 and was released after posting a $30,000 bond. He has not been convicted, and the allegations remain subject to court proceedings.

ICE has disputed the allegation that the agent intentionally struck Parra Hernández, describing the collision as accidental. Morales and his defense are expected to challenge the prosecution’s case, including whether a state court can prosecute him for actions taken while performing federal duties.

The investigation has also drawn attention to disagreements between federal and local authorities over access to the SUV, which investigators wanted to examine for potential electronic evidence.

For Parra Hernández, the consequences have been life-changing. His injuries have left him facing a long recovery, with uncertainty about whether he will regain his ability to walk normally.

The case has become a closely watched test of accountability involving a federal immigration officer, with prosecutors relying on surveillance footage, body-camera recordings and witness accounts to establish what happened in that Houston parking lot.
